We have lived in our Regency home nearly 4 years. We loved building it with Regency so we thought the Total Home Care program might be something we should look in to. Of course, we noticed a few areas that needed touching up after 4 years of living here, but we thought the expert eyes of the builder might identify things that we did not see. We contacted the office and Chad Monty, a project manager made a visit to our home. He inspected inside and outside and sent us a detailed report on his findings and the cost associated with each area. Chad saw things we had not noticed! We reviewed the list and were able to choose what we wanted fixed. In a newer home like ours the list was fairly short. We decided to fix everything on the list. The best part of this program is that Regency scheduled all the workers/subs for us! The work was done in a very short period of time and did not inconvenience us at all. This program is so easy. How big is too big for a garage in Brookfield?

City reviewing whether its standards are practical

Have the size and quantity of cars owned by Brookfield homeowners outgrown the size of garages allowed in the city?

The Plan Commission approved exploring the issue during a public hearing this week on tentative parameters that would allow some homeowners to expand their garage sizes.

Exploration of the issue was initiated by a legislative referral by Alderman Christopher Blackburn.

“Today, vehicles are larger and people have more of them,” he said. “People should have the latitude to determine what size garage is appropriate for their needs.”

Larry Goudy, city building inspector, said currently an attached garage cannot exceed 900 square feet, or 50 percent of the principal dwelling’s square footage on a parcel smaller than three acres.

Parcels that exceed three acres and have a dwelling larger than 5,000 square feet are not restricted, he added, but those plans are subject to case-by-case review by the Plan Review Board.

Tentative new parameters would keep the same standards in place for parcels larger than three acres; garage space on smaller parcels would be capped at 1,400 square feet – or 50 percent of livable space – and anything beyond 900 square feet would require city review and approval.

Community Development Director Dan Ertl said aesthetics and abuse of land uses are primary concerns.

“We’ve had situations where backyard mechanics or backyard auto sellers can take advantage of large garages,” he said.

Citizen Commissioner Paul Wartman agreed that current garage standards are too restrictive – but said limitations need to be in place.

“We need to protect the property rights of everyone in the neighborhood. There are some people who would abuse it,” he said.

Ertl noted that some subdivisions throughout the city have land deed restrictions in place that may limit garage sizes beyond the city’s standard.

A public hearing will be scheduled on the matter if the Common Council approves the Plan Commission’s recommendation.

The Local Impact of Home Building in a Typical Metro Area

Home building generates substantial local economic activity, including new income and jobs for residents, and additional revenue for local governments. The National Association of Home Builders has developed a model to estimate the economic benefits. The model captures the effect of the construction activity itself, the ripple impact that occurs when income earned from construction activity is spent and recycles in the local economy, and the ongoing impact that results from new homes becoming occupied by residents who pay taxes and buy locally produced goods and services. In order to fully appreciate the positive impact residential construction has on a community, it’s important to include the ripple effects and the ongoing
benefits. Since the NAHB model was initially developed in 1996, it has been successfully applied to construction in over 500 projects, local jurisdictions, metropolitan areas, non-metropolitan counties, and states across the country.

This report presents estimates of the local impacts of building 100 single family units, 100 rental apartments, and $10 million worth of spending on residential remodeling (equivalent to 100 remodeling jobs at $100,000 each)1 in a typical U.S. metropolitan area, with the key inputs (such as new home prices, raw land values, and construction related fees) set equal to national averages.
